MANCHURIAN DISPUTE

LEAGUE’S RECOMMENDATIONS RESOLUTION PRESENTED DISCUSSION ADJOURNED (British Official Wireless.) Roe. 2 p.m.' RUGBY, Oct. 22. A committee of the League Council is continuing in Geneva to concentrate efforts on effecting an agreement of the Sino-Jnpancso Manchurian problem. The issues have been narrowed down by frequent discussions, and it is generally expected that definite proposals will shortly be made. After a morning of conferences, including an interview between M. Briand and the Japanese representative, a resolution was read to thp Council, by M. Briand recalling the efforts of tho League, arid of the signatories to the Baris Pact, to prevent an aggravation of the Manchurian dispute, and assurances were given by both the Japanese and Chinese Governments, as well as a statement by tlie Japanese Government that it has no territorial designs in Manchuria. The resolution then calls upon the Japanese Government to proceed with the evacuation of its troops into the railtvays zone, and charges the Chinese Government .with the duty of making arrangements 'to ensure the safety of Japanese in Manchuria, requesting it to associate foreign representatives with Chinese authorities designated for that purpose. 'Die League recommends tlie Chinese and Japanese Governments to cooperato in arranging the evacuation, and on its completion to appoint a joint conciliation committee to examine questions outstanding between them, and, in particular, tlioso arising from the’present incidents and from "difficulties duo' to 'the''railway situation in ' Manchuria. At the request of the Japanese and Chinese members, the Council adjourned discussion on tho resolution till tomorrow. The resolution provides for a meeting of the Council on November Hi, or earlier if necessary, to receive a report on the progress made in carry lag out’ the League's recommendations.
