THE JURY SYSTEM
CONDEMNED IN ITALY NEW METHODS PROPOSED (Received April 7,2 p.m.) MILAN, April 6. "The jury, like all other Liberal institutions.'is of English origin, and. must, therefore, be abandoned by Fascism," writes Signor Roceo, Minister for Justice, explaining the., constitution of the new assize courts, one of the most notable Fascist refyrms. He declares that the jury system, in-, troduced in 1859, has been unsuccessful. Jurymen are incompetent arid irresponsible, and often return absurd verdicts, as instance of which he quotes the case of a man .who confessed to killing and cutting up his wife, who was acquitted of murder but condemned on the charge of cutting up the corpse. Signor Rocco explains that the new assizes will consist |of two judges and rive lay judges or assessors. .
