HEAVY TRAFFIC FEES (Prr prMK Association.) WELLINGTON, this day. Th'C opinion that the court had jurisdiction to act was expressed by Mr. E. The application had been concurred in. by the Wellington City Council and the Upper Hutt Borough Council, but the remaining local authorities raised the question of jurisdiction of the magistrate to act, and it was -contended that the regulations made by the Governor-General were ultra vires.
