FACED WITH NEW PROBLEM CHICAGO, April 6. Three policemen, in a motor car, chased bandits in an automobile for 10 blocks when the robbers laid down a smoke barrage, blinding the pursuers. Inspector John Stege said the police already had suspected the existence of the device by underworld thieves, but this was the first time it was effectively used. A device forces oil through the exhaust, where, on igniting, it produces clouds of stifling smoke.
