General do Millar has been elected successor to the kidnapped General Koutepoft", as Conimander-in-Uhief of the secret Russian Monarchist ("White") military organisation in Europe. , He is known by British statesmen as General Miller, a. soldier of wisdom and experience. General Miller was, in 1918 and early in 1910 after the Bolshevik revolution, in London, conferring with the late Lord Milncr, Secretary of State for War, and General Maunerheim, the Finnish leader, on intervention in North Russia.

He had a distinguished military career and, unlike General Koutopolf, is well versed in the European political situation, with friends in all tho Allied countries. f
