NEGOTIATIONS FOR PEACE DOUBTFUL PROSPECTS SHANGHAI, Feb. 13, Having punished the envoys who negotiated the Habarovsk protocol, preliminary to a settlement of the Chinese Eastern Raidway dispute, because they went outside the scope of the authority of Nanking’s instructions, the Government is sending a delegate to Moscow for formal discussions. As the Soviet retains military forces along the Manchurian border, however, it is feared that the success of the conference is doubtful.
