NEW BRITISH SCHEMES "DRASTIC AND COSTLY" LONDON, Feb. S. Political circles are speculating concerning a memorandum slated to have been prepared by Sir Oswald M'osley, Mr. J. Lansbury and Mr. Tom .Johnston, the Ministers assisting Mr. J. 11. Thomas to deal with unemployment. The trio are reported to be dissatis lied with the progress being made and nave prepared their own schemes, which aro described as drastic and costly. ■ , t Mi: Thomas said that it was impracticable to pass tfiieui on to Cabinet.
