AIMS OF PREMIER RE-ESTABLISHING LIBERTY (Received Feb. 3, 11 a.m.) MADRID, Feb. 2. Genera] Damaso Gerenguer, setting out his programme, pays a tribute to General Primo de Rivera, and adds: "Any dictatorship indefinitely prolonged would be useless. It is impossible to return to autocracy, and fundamentally necessary to re-establish liberty and hold elections, the date of which cannot at present be indicated. lam a constitutionalist and intend to return to t'hc constitution of 3870. We will re-establish the foreign Ministry suppressed by General, de Rivera and extend its importance. We shall scrupulously respect all international agreements."
