BRIAND'S SCHEME REVIVED STRONG FRENCH SUPPORT ' (Received December 27, noon) PARIS', Dec. 26. M. Herriott told the Chamber of Deputies that M. Briand's proposal for a United States of Europe was possible, and should be given immediate support. "I hope France in September will carry a definite project for federation to Geneva," he said. "Everything demonstrates that the project is possible. vVill France add this supplement to the world's peace?" M. Herriott declared that the scheme should be put into effect »as soon as possible to avoid conflict with the growing svstern of economic operation and cartels. He said tariffs could be reduced and all obstacles overcome by a commercial entente.
