OFFICERS BLAMED
WRECK OF THE HYPATIA (Received Nov. 14, 1 p.m.) CAPETOWN, Nov. 13. The court found the captain of the Hypatia, which was wrecked on October 29”, guilty of a serious error of judgment, and the’ chief officer guilty of culpable negligence, and tho second officer guilty of contributory negligence.
