THE NEW AMBASSADOR SOVIET DISAPPOINTED (Received Nov. 14, noon.) MOSCOW, Nov. 13. The press does not mention Sir Esmond Ovey’s appointment as Ambassador, at which disappointment is expressed in Soviet official circles, because lie is a traditional diplomat, instead of someone in closer personal touch with the Labor movement. The opinion is expressed that Sir Esmond Ovey’s regime will not assist trade development, wliieli will continue in favor of the United States. It is revealed that the name of the proposed Russian Ambassador was sent to London some days ago to ascertain it lie was persona grata.
