COUNCIL’S MONTHLY MEETING (Herakl Correspondent.) j At the monthly meeting of the WadI'Oii County Council there ■were present. Cis. A. G. Nolan, chairman, W. .1. Hill, S, A. Dickie, W. Tail, K. H. Grom-bit', J’. 11. Norris, tuul A. T. Carroll. The -trallic inspector reported that he had issued 2d drivers’ licenses, and Id heavy trallic IK-onso-s. (Several drivers would appear before the Court later. Office accommodation was needl'd, as the meeting chamber was not always available.

Mit- • chell waited on the council and asked for the formation of an access road on 1 Ngamoto block for the benefit of 12 I •dairy fanners, and ■submitted certain financial arrangements. —-It was decided to instruct the engineer to go on 'with the work as soon as the arrange- ' meats were finalised. In the in canMime plans and specifications are to be prepared and tenders called. The Minister of I’uldic Works, Mr. K. A. Ransom, advised that lie would give consideration to the council’s request to have an item of £3OO on the tcurreii't year’s estimates for AlohakaWaikari coast road transferred to other works for which the council had asked :i subsidy. A deputation is to wait oi> Ihe Minister on the occasion of his visit on November 21.—The Minister 'also advised that no definite scheme of .subdivision of the Alohaka block {for settlement had been formulated, but. he had requested the Commissioner of Crown Lauds at Gisborne to submit one ns soon as possible. —The Alain Highways Hoard advised regretting its inability to declare the Nuhaka-Waiko-kopu road a main highway. I The .District Engineer, Napier, advised that tin.' Commissioner of Crown Lands, Napier, was agreeable to the exchange of a stock reserve to provide access to the ford at Waikari, the road to which was closed some time ago. The chairman said the reserve was in the Hawke’s Bay county. —Cr. Tait said it was very unfair to ask this council to do this.—The clerk pointed out that it seemed no use waiting for the Hawke’s Bay county to deal with' the matter. —It was pointed out that' Cr. Tail had taken much trouble to secure a stock paddock, offering to buy the land, and pay for taking it. under the Public Works Act,—lt was decided to hold the matter over till Cr. Tait was present. —The Commissioner of frown Lands asked the council to accept control and fence the land. ' The resident engineer, Public Works. Department, Wairoa, wrote stating that if the restriction of motor lorry loads on the Napier-Gisborne main high wav between Mo re re and Nuhaka was to lie of a temporary nature -"Ay then motor lorry regulation 9 could be applied to meet, the case. —The council reaffirmed its previous decision, notwithstanding the proviso.—The Main Highways Board agreed to the construction of Tahuenui bridge this year. The council agreed to the deviation plan of the road through the Waikareinoana hydro-electric area. ' The county solicitors, Messrs. i Sandeman and Chamberlain, forward-j ed an opinion to the effect that the council could borrow to restore the Mohalta bridge under section 2(1 of the Local Bodies’ Loans Act, without taking a poll.—The Borough Council asked the county to join iu! replacing the bridge at the Heads boundary with a culvert and tilling. This was agreed to—The Hawke’s Hay County Council advised (1) that. no action would be taken to alter the county boundaries to include Air. K. i M. Andrews’ properties in Hawke’s j Hay County; (2) inquiring if the, council would approach Air. Stead and ascertain on wlmt terms he would sell the land required for a stock paddock at Aloeangiangi; (3) advising that consideration of the question of road access to the ford at Aloeangiangi, on the Alohaka coast road, had been deferred. —These matters were held over till Cr. J. Tait was present to explain what they meant. The Counties’ Association asked if the council would join in a proposal to adopt a set of uniform, by-laws for all county councils throughout New Zealand. It was decided to agree provided the whole of the motor regulations were included. — The Wairoa (Stock Auctioneers’ Association asked the council to join in a deputation to the Minister of Public. Works on a proposal to erect a bridge that would obviate the need for " travelling stock through the borough. This was agreed to, aud it was decided to advocate erecting a bridge over the Tutaokuri as a stock route north to south. The resident engineer approved of lenders by the council for £.l for £1 metalling subsidy, and also advised that the Waihua deviation was now ready for handing over to the county. It was decided to accept the deviation. —The Phoenix Assurance Co. disputed a claim made by the council for £o for damage done to Tahuenui bridge by a -driver. The chairman stated that the repairs cost double ; that sum. ■ The amount is to be again applied for. —Alessrs. Joseph, J. H. ( and A. D. Smith wrote asking that a road in Nuhaka township, giving access to their properties, be metalled. The engineer is to report on the cost. —The Hawke’s Bay Alotor Co. drew attention to the wandering stock i nuisance. A total of 22 head had : been counted on the Whakaki road 1 pn Saturday night, Councillor* 1
strongly commented on the matter, and the ranger was instructed to increase his efforts. Alessrs. E. Al. Reynolds and J. F. Smyth wrote regarding a loan oi £3OOO for road and bridge work in tho Waiau district, the council to find £SOO, £IOOO to be raised by a loan, and a subsidy by the Government. Mr. ,T. F. Smyth also wrote asking for a release from special rating on Atoi, otherwise lie could not go on with the other proposal. The chairman said Air. Smyth never should have been rated oil Otoi, and if bo had put in an objection it would have been upheld, but he had not done so. After some discussion ir was decided to arrange a conference between the chairman, clerk and engineer, and Afr. Smyth. The Public Works Department wrote applying for payment of £371 IDs !)d, the cost of clearing the Waikaremoana road. Details avc to
he ask(xl t'or.. —It was decided to apply to the Local Bodies Loans Board for u loan of £2300, spread over Id vears, for renewing- the Molt aka bridge, the engineer to pro* on re nlans and specifications. —Mr. IT. C. Wells is to bo informed that as the council carried out the work ho asked for it could not return his £SO, and the council proposed to go on extending the road.—The engineer was instmeted to go on with the preparation of plans and specifications for Neamoto road, £150; Tahaemii, £150; Waihua Valley, £150; £1 to £1;
and Erepete, free grant. —In regard to Awamate road, the chairman said they could not obtain a Government subsidy ns this was not construction work. The natives would give £IOO, and the Government £IOO for the bridge, but it would cost £4OO, and that left them £2OO short. The matter was held over.—The engineer was instructed to call for tenders for Tahaemii bridge when the plans were returned approved, also for Makaretu bridge at the new site.—The engineer is to submit the cost of single cut grading and lorry work per mile,.
