LAW EFFECTIVE ELSEWHERE , LONDON, November 2. Counsel in the Divorce Court to-day stated that, according to the law in Russia, every husband or wife, without notifying the other, can go to a certain Soviet Department, of the Russian Consulate abroad and register a divorce, which operates immediately and is absolute. Mr. Justice Hill asked: "Suppose one party is aware what is about to be done and 'appears at the Consulate to oppose it. Would any attention be paid to the protest?"
