ARRIVAL AT BUENOS AIRES REMARKABLE PRECAUTIONS (Australian Press Assn.—-United Service.l (Received Dec. 15, 10 a.m.) BUENOS AIRES, Dec. 13. Mr. Hoover arrived from Santiago, Chile, at 7 p.m. to-day by train more than an hour late. The 30-mile route was lined with thousands of cheering flag-waving people. The police are holding two men accused of plotting against Mr. Hoover's life. Fifteen hundred police are mobilised as a precaution. The Chief of Police, Colonel Granos, had also strong detachments of military and naval forces under his command.
