ITALIAN BIRTH RATE MUSSOLINI’S NEW PLEAS lAustraiian aud N.Z. Press Assectaf ion. LONDON, July 24. A Milan correspondent says that, disappointed because the birthrate continues to fall in North Italy, despite the tax on bachelors and prizes for large families, Signor Mussolini lias sent an article to the press opposing the theory that improved quality compensates for diminished quantity. Mussolini wants quantity. “Without quantity,” he says, “there is no quality. Without numbers there is no power. Fifty thousand men can equip 30 regiments of armored cars, 100,000 can equip 20,000 regiments.” Mussolini adds: “Babylon, Egypt, Tlidbt s, and Ancient Rome fell because the birthrate fell. A reduction iti numbers does not mean more vital children either physically or mentally. Til.*' first, horn is always the weakest, it is also ridiculous to say that machines will ever replace men. The population must be increased for peace as well as for war.”
