THE MINORITY REPORT (Australian and N.Z. Cable Association. (Received Nov.. 18, 2 p.m.) LONDON, Nov. 17. Commenting on Sir Thomas MacKenzie's reply, Sir. Inn Hamilton says: "Sir Thomas MacKenzie's minority report on the Dardanelles Commission was perfectly fair. His reply indicates that lie mistook what I said, or read an erroneous report. It was during the expedition that Sir Henry Wilson disapproved of it. After it was over he approved of the attack on Constantinople through Gallipoli."
