A report by the Medical Officer of the London County Council—“ Common Lodging House sand the Kindred Institutions ’ ’ —throws considerable light on the problem of London’s homeless poor—the “helpablc’’ and Ihe “helpless.’’ Since 18!>4 the number of common lodging houses has been reduced from to i With all its faults, the report states, the common lodging house has survived because it has met a need which rival alternatives have failed to supply. those who now avail themselves of the cheap accommodation of the. ‘ ‘ dosser, ’ ’ | The deadliest feature of the “dosser’’ is said to be the utter lack of domesticity. The report looks to a number of improvements in our social and economic conditions to advance the time when common lodging houses may be stil further reduced in number.
