The Brazilian sugar combine proposes to dump 1,000,000 bags of sugar in Europe, to solve the crisis in the industry caused by over-produc-tion, which has forced down prices here to a ruinous level. It is expected that by exporting about one-fourth of the "crop of the State of Pcrnanibueo the combine will raise the price to the desired level. Brazilian production costs are higher than the Cuban, and therefore the combine expects to sell sugar in Europe ata loss. Cuban merchants ore unnbloy fo ship sugar to Brazil owing to (he protective tariff.
