RIFT OVER TREATY
BELGIUM AND HOLLAND. THE HAGUE, Oct, 29. Friendly relations between Belgium and Holland are threatened by new developments, relative to the BelgianDutch treaty. The negotiations over tlie treaty will be considered by the Dutch Parliament next week. The Belgian Parliament hasalready ratified it. It was declared recently that France had an agreement with Belgium permitting the river Scheldt, which flows through France and Belgian, to be used for naval purposes in the event of war in which Belgium is an ally. This announcement has completely changed the political situation, as Dutch politicians affirm that the Parliament of Holland will certainly reject the treaty.
