The resignation of Colonel Mitchell has been accepted. Secretary Davis, of the War Department. announces that Congressional sanction to the appropriation of 50,C00 dollars to defray the expenses of the United States delegates to the Geneva Arms Conference, was completed when the Senate approved of the resolution passed by the House.
