PREMIER LANG AND THE GOVERNOR. COLONIAL OFFICE* SUPPORTS GOVERNOR. DOMINION OFFICE’S ATTITUDE. lElec. Tel. Copyright - United Press Assn.) SYDNEY, Dec. 23. The correspondence between the Premier, Mr. Lang, and the Governor concerning the appointments of Legislative Councillors has been made available to the pressIt shows that the Governor at first refused to agree to the Government's request- for the appointment of 25 members and suggested 15. Eventually tho Governor agreed to makci the appointments on the advice of his Ministers and on the advice of tho Attorney-General in respect of the constitutional position. The 'Governor added that he did so under.' protest, as he was still of the opinion that tho number was more than was needed.
Before the appointments were made the Dominions Office informed the Governor that the matter was one between himself and his Ministers and gave him no instructions.

It is learned that the Colonial Office unequivocally endorsed Admiral Sir Dudley De Chair’s action regarding the New South Wales Legislative Council. While it was truei that Colonel Amery had been fully informed cf develop: merits it w r as untrue Colon&l Amery bad either directly or indirectly attempted to influence the Governor’s action. This was unnecessary, because (be Queensland precedent established Uie principle that Governors must accept the advice of Ministers on constitutional questions.
