LONDON, Nov. 17.—Signor Mussolini will he more than ever the dictator of Italy when his new bill, defining the Prime Minister’s status and functions, becomes law. The Bill, says the Rome correspondent of The Times, gives the King the exclusive right to appoint- or dismiss the Prime Minister, who, in turn, is virtually permitted to appoint or diptmiss Ministers. The measure also introduces a, most striking innovation in constitutional practice, namely, that nothing can he dismissed in Parliament without the approval of the Prime Minister, who further is empowered to settle all differences between members of the Cabinet. LONDON, Nov. 15.—The Italian Parliament unexpectedly will reassemble on November 18, instead of December I, when, according to the Rome correspondent of The Times, immediate consideration will be given to live new Government Bills. Oho of these is specially aimed at political exiles who, it, is alleged, are conducing auli-Fnscist propaganda in foreign countries, while the others arc mainly concerned with lightening up the Fascist regime.
