POST TC< BE PERMANENT. MUSSOLINI’S SUH EMK. LONDON, Nov. 17.—Signor Mussolini will he more than ever the dictator of Italy when his new bill, defining the Prime Minister’s status and functions, becomes law. The Bill, says the Rome correspondent of The Times, gives the King the exclusive right to appoint- or dismiss the Prime Minister, who, in turn, is virtually permitted to appoint or diptmiss Ministers. The measure also introduces a, most striking innovation in constitutional practice, namely, that nothing can he dismissed in Parliament without the approval of the Prime Minister, who further is empowered to settle all differences between members of the Cabinet. POLITICAL EXILE*. LONDON, Nov. 15.—The Italian Parliament unexpectedly will reassemble on November 18, instead of December I, when, according to the Rome correspondent of The Times, immediate consideration will be given to live new Government Bills. Oho of these is specially aimed at political exiles who, it, is alleged, are conducing auli-Fnscist propaganda in foreign countries, while the others arc mainly concerned with lightening up the Fascist regime. Trustworthy private information which has reached London, states The Times, indicates that the rigorous Italian press censorship is producing a state of nervous tension throughout Italy. All kinds of fan. iastio rumors are being circulated, and tho impression is gaining ground that the situation arising out of the Mussolini plot is being used as a pretext to destroy various opposition organisations on tlie eve of the Mafteotti murder trial. Even in Fascist circles a certain ferment is noticeable, and it is feared that a long continuance of the present- acute tension mav have undesirables results.
