THE FLEET.
(To the Editor of the Herald.) Sir, —I notice that considerable dis appointment, is being felt, and expressed till at film fleet will not be able to anchor in the bay. T do not. .see why this should be regretted. The arrival of the fleet would entail a civic reception. These civic receptions, are unnecessatrv. and are far too frequent, for they tend to make omr Borough Councillors and officials far too chealp, .and create n great loss of dignity—a loss not counter balanced by any advantages. Moreover, there is now no time to inquire into the character and status of .the individuals .to whom this reception would he tendered,—l am. etc., OSWALD ORTON.
