A SECOND CRUSADE

APPEAL TO AMERICAN WOMEN

(Per Press Association.) (Received April 12. 9.5 a.m.) WASHINGTON. April 11. The prohibition commissioner, Mr. Haynes, addressing the National Women's committee for law enforcement, urged American women to launch a second crusade, saying: "The Women of 1873 started the dry movement with a crusade. Now you are under an obligation to start another in its defence. Nothing can withstand you if you organise for the purpose of law enforcement, but if if is left to unorganised, tinmarshalled, uninformed men, fundamental Americanism will be greatly imperilled."

President Coolidgo following Mr. Haynes, expressed a wish that the people would place moral emphasis on observance rather than enforcement of the law, adding: "It is a maxim that if is not the Government that makes the people, but the people that make the Government, therefore this gathering of a thousand women is so encouraging. It represents determination on your part to observe the law. When we have that sentiment in the/ community the result will not he long in doubt."
