MOBILISATION OF INDUSTRY CAPITAL AND LABOR.

WASHINGTON, April 9,
Secretary to the Navy Wilbur and Assistant Secretary for War Davis, appearing before the House of Representatives Military Affairs Committee, expressed approval of a significant measure whereby (lie President would, in time of war, be, empowered to mobilise industry, capital and labor, declaring that experience during the recent war made such legislation advisable.
Mr Wilbur said : “I favor the mobilisation of men, money and 1 materials in time of war. Any system that draws distinction between blood and money is unwise.”
Mr Hoover expressed the opinion that this would take the profit out of war, adding : “When it becomes evident that every person and l all resources will be used we will be less likely to go to war.”
Mr Hoover suggested the enlargement of the President’s war powers, giving further authority to fix prices of wages and transportation charges and embargo, though permitting him to delegate such powers to individuals heading various governmental enterprises.
