The Star’s Samoa correspondent writes:—As a result of General Richardson’s conference with the Hon. Sir F. J). Bell in New Zealand, all : the Crown estates in Samoa wilt bo offered for lease as a whole —in separate plantations or an aggregate of separate plantations. The revenue is to he credited to the Administration for tho development of Samoa. Land is to bo reserved for the natives and made) absolutely inalienable. Authority has been given to dispose of various Government trading concerns, with the view to effect a reduction of administrative expenditure. The Government approved of proposals for a reduction of staff, also a new scheme of pay, which will mean a reduction of emoluments. Assistance will be given to cocoa planters. The .Administration states tlicit no difficulty is likely to be experienced in getting Chinese labor required under the new conditions. / .
