Germany will be permitted to deduct from the July' fifteenth reparation payments eighteen million gold marks, being interest on the value of the coal handed over.

A divergence of views has arisen arisen among members of the Reparations Commission regarding whether a moratorium should be granted to Germany. The proposed international loan is regarded as a means of improving the mark.
The Petit Parisien states that probably the French will favor this suggestion if means are found for effecting a reduction in the French debt to America and Britain.
The Petit Journal says that Sir John Bradbury's moratorium proposal tends to a postponement of the execution of the Wiesbaden agreement and deprives France of reparations until 1925. Belgian and Italian delegates supported tho British suggestion, with the reservations. The French Government is conscious of Britain's pressure, but the only question for us is what definite \ proposals havo we to expect from Mr Lloyd George in connection with the safeguarding .of our interests. Franco will not accept a moratorium unless accompanied by measures showing how we will be paid.
