The refusal of the -assessors for the Federated Seamen's Unions to discuss Ihc dispute filed by,the shipowners when the matter was'under consideration by the Conciliation Council brought the proceedings to an abrupt. termination ami the matter was referred to the Arbitration Court, Mr. \V. T. Young, the general secretary of the Federated Seanieii'a:Union, objected to the discussion of the dispute being in camera and demanded publicity for the whole proceedings. The Commissioner (Mr. Hnrle Giles) said that, for the last thirteen-years, discussions had been in committee unless both sides desired an open; discussion. The assessors for the owners favored committee proceedings, and the Commissioner said lie was not prepared to deviate from custom.
