MANGAPAPA TOWN BOARD.
The adjourned monthly meeting of the Mangapapa Town Board was held last evening. Present: Messrs. W. 3. McCliskio (chairman), J. R. Redstone, W. Stubbings, F. Gardiner, J. W. Hudson. With regard to the appointment of Mr. R. Thelwall as dog-tax collector, it was unanimously decided that the fee to be charged be 7s 6d for pet dogs, so as to correspond with that of the Cook County Council and Gisborne Borough Council. Standing orders were suspeiided while Mr. Leslie Reynolds reported on different works in connection with the Upper Stout street bridge, and metalling the approaches of the Oswald street and Massey road bridges. Mr. Hyde also j waited on the Board regarding the metal carted for the bridges. The Turanganui Public Library Com- j mittee requested a donation of £3 3s to the free reading room. —It was decided that the amount be forwarded. The chairman stated that in the future, if they could increase the amount they might' do so, but the present position did not warrant them doing so. The State Advances OUice advised • that it had remitted £220 to the post office to be lodged at the bank on account of tlie bridges loan of £322o.—Received. A previous letter stated that after the above \amount had been expended application may bo made for a supplementary loan not exceeding 10 per cent, of the original amount. A further resolution making a special rate as secur ity for. the additional loan would also require to be passed and gazetted should the Board decide to entertain the loan. -—On the motion of the chairman, seconded by Mr. Redstone, it was decided that the preliminaries for the additional loan be complied with. The chairman moved, and Mr. Stubbings seconded, that a special vote be struck to cover repayment of the loan. —Carried. Mr. D. T. Stichbury brought under the notice of the Board the number of large stones that are projecting on the footpaths on Ormond road, from about the school to Winter stret.—Mr. Gardiner said he thought that there ought to be a little more discretion used when putting gravel on the footpaths.—The letter was received. Mr. Eric M. Harper promised the settlement of account for royalty due to Messrs. W. Young arid W. G. Sherratt (as trustees for the native beneficial owners) in respect of gravel removed by the Board, and also matters relating to the Matokitoki scoop drain to the latter. —Received. The National Bank of New Zealand inquired if any loan money had been transferred to the general account. The letter stated that under the Finance Act, 1920, local bodies aro required to pay to their respective loan accounts, prior to March 31, any amounts which have been transferred to the general account. —On the chairman's motion it was decided that the Premier and the local member, Mr. W. D. Lysnar, be written to concerning the matter. With regard to the letter forwarded by the Napier Borough Council, seeking support for a resolution requesting the Government to introduce legislation providing that credit balances of local authorities on loan accounts be set off by the banks against debit balances on other accounts as regards paymeiit of interest on the latter account, members considered that the amendment would be a good thing.—-It was decided to support the resolution. The National of New Zealand forwarded a statement showing that £4 10s had been received for fees, fines, and penalties collected during the quarter ended December 31.—Received. The Health Inspector, Mr. F. B. Gardiner, reported that ho had inspected the sewer vent on the hospital drainage system at the corner of Ofewald street and Mangapapa road, and had made enquiries of the people residing in the houses in the immediate vicinity of this vent, and they informed him that they had not at any time noticed any bad smell arising from this source From the position of the vent, its height above the road, and the fact that it is more likely to act as an induct rather than an educt to the sewer, the inspector did not think that it would give rise to any nuisance likely to be harmful to the residents in that locality. It was more probable that the smell complained of at the Board's meeting arises from either the creek beds or from decaying vegetation in the market garden in this locality. A privy in Clifford street had been built too close to a neighbor's tanks, and > should be removed. —Mr Gardiner stated that there was nothing said of the vent at the corner of Mangapapa road and Ormond road. There was an odor arising from the vent. —The clerk stated that the privy complained of had been attended to. ' The Department of Labor advised that the position of any agreement entered into under the Labor Disputes Investigation Act, 1913, shall not apply to any local authority or. body in respect of any relief works carried out by special resolution of such body. Further communications regarding anti-plague precautions were read and received. Mr. Redstone complained that the gas light-at the corner of Ormond road and Hospital road was not satisfactory.—-It was decided (hat the attention of the Gas Company be called to this light. The chairman stated that there was no chance of doing their metalling and tar-grouting work to the Osmond road before the winter. About 400 yards of metal would be requied for the usual maintenance work on the road. —It was decided to call for tenders for the supply of the metal, half of which is to come from Kaiti, and the other part from Kaitaratahi.
