DECLARED BY PRESIDENT. , THE, THREAT OP A "LIMIT" IN THE PEACE TERMS, fßeuter's TeJeuranU BERNE, Feb. 14. Weimar advices state that in the Assembly, Herr Scheidemann, in declaring the Government's policy, Wid that the* task the immediate future could be summe'd up under the following essential heads:— The maintenance of a united State by means of a strong central authority ; immediate conclusion of peace ; adherence to President Wilson's programme; rejection of any peace by violence ; restoration of Germany's colonies and territories ; immediate repatriation of German prisonex-s_; admiaslon of Germany into the League of Nations with equal rights; general and reciprocal disarmament; constitution of general arbitration courts ; ' abolition •-. of secret diplomacy. Herr Scheidemann, the newly-elect-ed German Chanceillor, said that the Entente may; conclude peace according to their interests, but there is a limit for Germany, which may break off relations. "We ,would not take up • arms,"! hestated, "but would leave the consequences for those whd imagine that they can bear ifhem." i
Herr Scheidemann added, "I hope America will be able to convince the other allies that it is ti> the interest of the whd© world to see the old Germany replaced by a new social democracy." .
, BERLIN, Feb. 'l4. Herr Erzeberger, interviewed at Weimar,'said that Germa-ny's colonial claims wei-e modest. She was content 1 to retain many 'of the colonies, as Portugal had no wish to compete with England and France in the colonial field. Germany wa« tired' of contending against the Allies' hardened hearts. The freedom of the seas means the abolition of the right of blockade and the seizure of merchant ships. Such attacks ought to be prohibited in order ten permit the transport of vital necessaries.
COPENHAGEN, Feb. 14. Herr Fehrach, of the Centrist Party, has been elected President of the Assembly.
