ARCH-CRIMINAL'S CONDITION.
(Australian and N.Z. Cable, Association} ' AMSTERDAM, Feb. 12. An old acquaintance of the- KaJser, who conversed with him at Amerongen, states that he seems brokendown mentally and .decrepit. He is untidily dressed and leans heavily on a stick. Pitifully timorous, he poured out his troubles, declaring that his Generals, Chancellors, : diplomats, Catholics, Jews, and Free Masons deceived him.
