HAGGIS AS BUTCHER'S MEAT. The Food Commissioner for the West of Scotland pointed out that haggis will in the meantime be reckoned as containing 50 per cent, of butcher's meat. ANTT-LOAFLNG BILL PASSED IN NEW YORK. ALBANY (N.Y.), April 11. An anti-loafing Bill to permit the enforced employment of the habitual unemployed was adopted by the Assembly late to-day. It now 'goes-" to the Governor.
