The Government realised that Austria and Germany could not be separated except by a military defeat. Even unofficial negotiations with Austria would only disturb Italy and Serbia; therefore France carefully avoided Czernin's cunning snare. . v . The Government recognise that, the object of the speech was to placate the Austrians, -who are opposed to participation ou the West front; also to throw blame on the Entente of continuing the war.
