Parmoor moved for a. resolution approving of the principle of a -League of Nations, Lord Loreburn, supporting the motion, urged that the Department of Foreign Affairs should b© brought under direct Parliamentary control. ; Lord Lansdowne said that a LeagueVof Nations, firstly, must be open to all nations, and, secondly, must* be* armed with sufficient ' powers to secure unquestioning, obedience. He believed that the omens at present were favorable to the creation of such a league. The most hopeful sign was the United. States' approval, because her weapon of economic pressure wa^ unrivalled and world-wide. Lord. Lansdowne concurred m President Wilson's warning ■ 'that the league may bp. compelled not to admit Germany to free economic intercourse after the war. Anyway, nobody proposed to admit Germany to the league merely upon a German pledge, over a German signature. The essence of^ the. proposal .was; that.,, the nations admitted into partnership wpuld partially relinquish their sovereign rights in' undertaking to conform \ to the international code laid. do\vn by the league. He desired the inclusion of the Central Powers, because. Nevertheless, a League of Nations was no substitute for a satisfactory territorial settlement. The' latter vnust precede the establishment of the league, and thereafter disarmament •would follow automatically.
