HORSE RACING NOT ESSENTIAL

WELLDTGTON", this day. The Efficiency Board recommends ,that horse racjng is unessential ; that no railway facilities be given for horses or people racing during the war and six months after, and that it be only permitted on ' Boxing Day, Anniversary Day, Easter Monday, King's Birthday, Labor Day, and after 2 p.m. on the statutory weekly half-holiday.
