DOOTORSHIP OF LAWS.
(Australian and N.Z. Cable Association (Received January 13, 12.50 p.m.) LONDON 1 , January 12. Edinburgh University has conferred a Doctorship of Laws on Mr Massey. In a speech returning thanks for the honor Mr Massey said he thought the country had more reason for optimism about the war than when he was m Edinburgh two months ago. Germany gave the strongest indications of atnxiety For peace, but however anxious .the-.Prus-sian eagle was to pose as a dove hetrusted ithe full terms of the Allies' last note would be firmly insisted on when a peace conference opened. He was assured that the forthcoming Dominion*' conference would on}y be the foreromneT of what would lead to a re-organisation of the Empire and a true Imperial Parliament.
