PARIS, July 28. The Petit Marseillais learns from a Frenchman who managed to escape from Constantinople, and who has arrived m Genoa, that a German officer m Constantinople recently made the significant declaration that the guns of the Goeben and Breslau "were useful, are useful, and will be iiseful until the end to keep Constantinople under Germany's heel — more useful, m fact, m this 'way than m fighting the Allies' fleets." Of the submarines that came to Turkey's assistance since the beginning of hostilities, two came from the Baltic and three from Trieste. Three have been sunk, and ono is now severely damaged and under repair. ■■ y
