CAPTURED PROVINCE HAS GREAT POTENTIALITIES. *
(Received March 27, 9.5 a.m.) DELHI, March 26. Concluding the financial debate m the Imperial Legislative Council, the Viceroy said the Finance .Minister's review shows convincingly the inherent soundness and strength of the Indian financial position. The country has undertaken lieavy financial responsibilities, but after eight months of war these have been fully discharged and it is prepared to meet further burdens. There is every sign of an unusually large surplus being available for export.
Referring to his recent visit to the Persian Gulf, the Viceroy stated that the province of Basrah possessed immense potentialities, ft had greatly suffered under Turkish misrule. At small expense the city of Basrah \n.ukl become a, port of exit for all the trade of Mesopotamia and Northern Persia.
