The British recruiting campaign has re-opened, and is likely to assume coih siderable proportions. Everyone recognises tliat enormous casualties are inevitable m the spring campaign, and that fresh men must be found to fill the gaps. \ Many Liberals favor conscription, and it is believed that otheis will yield if necessary.
The Daily Mail declares that there is only one means of filling the grievous gaps by a steady flow of reinforcements, and this can only be secured by compulsory service, which is fairer to the individual than voluntary service, as it provents shirking and is democratic hy tluit it treats all alike.
