A distinguished and well-informed Italian who has returned from Vienna states that the Austrian* ■•. fully realise 1 that they have been sacrificed by the Germans, and that they will be thoroughly defeated soon. They admit they axe going to lose Galicia, Bosnia, and .Herzegovina.. Officers of the best families have not gone to the front, the war loan was a complete failure, and the credit of ihe Government seems ab-j aolutelyi ruined. As soon as. the Aus- ( trians heard of the Czar's decree forbidding ihe sale of spirits they realised ; that -they vrere beaten. Opinion in ' Vienna is that the Russians are won- 1 derfully well-equipped, especially for a winter* campaign. It is believed that Roumania has broken her neutrality i and will shortly join the Allies. The , Servians' retreat was due to shortage of ammunition, and their recent wonderful victory was made possible on receiving tramloads of war suppfies from Roumania. j
