Reports from the North of Holland state that unusual activity prevails m the neighborhood of Port Emden, and the impression exists that' the German fleet is preparing for decisive action. -.:. *• Prince Henry of Prussia visited Emden on. Saturday, and inspected' torpedo and submarine craft. WASHINGTON, Nov. 24. The State Department, is informed that the German fleet m South American waters is maintaining a secret naval base on the Chilian coast. ■■■ -Chili states that she will immediately •investigate and suppress a breach of neutrality if proved.
