UNITED STATES' REGULATIONS.
(Received September 23, 9.55 a.m.) LONDON, Sept. 22. Router's New York correspondent states that the United States has decided that merchantmen of belligerent nations entering United States ports may carry guns not exceeding six-inch for defence without acquiring a charter as ships of war. Th© guns must not be, mounted forward, and only a little ammunition may be carried. The vessel must be manned by the same number of men ns before -the war.
