LONDON, May 28. Lord. Dunraven, m a letter to the Times, says there is only one way out of the Home Rule impasse. The Government shoidd drop the Bill and call an Irish Convention representing all parties, when the House of Commons is m recess, and draft a new Bill. Ulster would then have no logical' excuse to refuse to contribute ideas on Irish selfgoyernnjeht. . v Lord Selborne said that if the Unionists were confronted with the dilemma, "Will y6u have Home Rule for the moment with civil war or without civil war?" their clear duty would be to say ''without war." (Received May 29, 12.40 p.m.; LONDON.May 28. .. Stephen" Gaynn, M.P., for Galway City, states that the Irish party has decided to permit members to strongly support the volunteer movement. Gaynn adds that Home Rule may be taken off the statute, book unless the Nationalists are- prepared to assert determination by the same means as Ulstermen.
