President Wilson believes the HayPauncefote treaty guarantees the equality of treatment of all nations respecting the usage of the Canal. He says the United States is bound m honor to . charge .American vessels, the same tolls as those ;of ( foreign nations. • . .. ! - '» , It 'is understood that the House 'of Representatives t will adopt ' the • President's view, but a difficulty is likely *o arise among the Senators. Senator O'Gorman asserted that he intended to fight against President Wil. son's view. • Other Senators pointed out that the Senate's Foreign Relations Committee recently recommended a general Arbitration treaty with Britain, thus indicating that the Senate was ready to rescind its action upon the tolls question. President Wilson's decision followed on a year of study of the whole question. It is understood that Britain has not pressed the question since privately assured of President Wilson's friendly attitude some months ago. (Received Feb. 7, 12.5 p.m.) WASHINGTON, February 6. A message is expected from President Wilson, commending immediate action by the Lower House. Despite the fact that exemption from toils was a phvnk m the Democratic platform it is not expected there will be any difficulty m carrying the Bill through the House of Representatives. '
