RECRUITING IMMIGRANTS.

' LONDON; January. 28. The Dominion Trade Commission's report declares that the whole system of recruiting immigrants permits abuse. The evidence shows plainly that abuses do exist. At the same time, few cases of actual fraud have' been proved, but the question of making greater .use of the Government's Labor ' vKxehaiige , which deals with the employment of juvenile?, is cmc tl\at deserves the closest attention. ' Better facilities should be provided for training immigrants: m agricultural work of an elementary kind, either he fore, they, leave England or as soon as they reach Australasia.
