BANK OF "\ku" ZEALAND
STATE CONTROL RETAINED

Three of the Government's most important policj' measuses may make their appearance this week, and the first report of the Public Service Commissioners will also be presented, so that Parliament . will have before it the solid work of the session. I hear that the preparation of the Bank of New Zealand Act Amendment Bill, one of the trio ready for introduction, occasioned a good deal of discussion m Cabinet. The general public has had ample evidence of the influential and vigorous campaign m favor of the bank's sharoholdors securing control of the institution, but what has been equally strong, though less public, is the movement, m a contrary direction. Quite a large numb-n---ot' legislators, including Government followers, believe m a State bank, and the subject has been discussed by them at private meetings and m the lobbies. The Government measure will, I am informed on excellent authority, shape a. middle course between these extremes; State control of the bank will be retained, and there is no intention of diminishing the State's interest, nor its domination of the bank's policy, y I am m a position to give some idea of the outstanding features of the Indiisj trial Conciliation and Arbitration Bill. The main lines of former legislation will; not be radically altered, though there. are some innovations intended to give; •greater elasticity m the working of the system. The Arbitration Court .is to bo retained, also the admirable system of conciliation councils inaugurated by the Hon. J. A. Millar. Even the presidency of the Court is to be unaltered, the principle of a judge, the impartial balance between the two interests of capital and labor, having survived the criticism which has come from the ranks of Labor. The Land Bill, which will be found to follow lines already made clear by Ministerialists, is to come down this week. ' '
