The reason for» this, state of affairs was the apathy displayed by manufacturers and exporters, and the attitude taker}, up by Timara -The original intention was tp set up a county court, in which Ash*biirtbn and Timaru would take part. -•Ashburton was willing to come in if Timaru was, . but aa far as was known Timaru wanted-, to organise a display of its own. . *
