NO POWER TO INCREASE SALARIES.
AUDIT OFFICE RULING
(Special to Herald.) WELLINGTON, this day. ! An unexpected legal difficulty that has arisen for the moment interferes with the complete powers intended to be given to the Public (Service Commissioners m regard to civil servants' salaries. During the course of their duties the Commissioners have thought necessary to increase the remuneration of certain officers. Their word is law m the civil service, but to their surprise they discovered one department i wherein their mandate was not only questioned, but positively set aside. When the Audit Office came across the increased payments it demanded of the Commisr sioners, so I understand, that their statutory authority should be quoted, but this was a poser the Commissioners found impossible to overcome. Doubtless the adoption of the classified list by Parliament will solve it, but if not, the service will be m the singular position of having to look to the Commissioners for its orders, and to Ministers for its increments.
