NEW CABINET'S INTENTIONS. TOKIO, January 13. I Tne Katsiiira Government has decided to abandon the project of increasing the j army by the addition of two. divisions, and to limit the naval programme to the maintenance of the normal standard. No Government loans are to be issued during the present year, and outstanding debts will be reduced to the amount of £5,000,000. The new Cabinet has further determined to adhere to the alliance with Great Britain. j
