AN ASSOCIATION FORMED

Lewis aild others-, substitutes attending irt thteit places. 4 Tho chairman said, the objects of .'the Association had been placed before. th'em, and afterwards the school committees in the districts were circularised, and favorable replies had been received . from the following committee : Puha, Te : Karaka, Ormond, Waereuga-a-hika, Te Hapara, Mangpapa, Gisboi'ne and Tolaga Bay* .-The chairman said he had, com*n^tticated with other school' committee 'associations'} ahd had taken the liberty .of drafting a constitution, which*, was, .then kojie liirioiigh sei'iatirn. Aftei 1 due cbhsideratibn (he following constitution was adopted : 1.- The Association shall be known as "The Poverty Bay School Committees' Association." 2. The object of the Association shall be the furtherance, of. educational matters, nnd the Association shall facilitate the i discussion by its members of all questions relative to, the administration and promotion of educational affairs. 3. Tho Association, shnll be composed of such school committees in the Northern Ward pf the .Hawke's liny Education District as shall affiliate thereto, . 4. All meetings oi the Association shall be held in Gisborne. 5. The Association shall be governed by a president, a .vice-president, a-, secretary, a' treasurer, and. six other members, . all of whom shall be known as the executive. The execu^ five shall be elected nt each annual meeting of the Association, which . shall be held in the month of May, in each year. . 6. Each school committee affiliating with the Association shall have 'the right to send 'three' delegates to all meetings of the Association, and tile secretary of the school committee must advise in writing the secretary of tlie Association of the names of its delegates as soon after the first meeting of the school committee as possible. 7. Each delegate "present at a meeting of the Association shall have one vote,, and no school committee shall exercise in'pre than three votes. A school committee can exercise only as many votes as it . shall have delegates actually present at any meeting of the Association (not exceeding three). $. When a delegare duly appointed from any cause is unable to attend a meeting of the . Association a proxy ■ may be appointed by the delegate from the delegate's committee to attend, in his place. 9. The Association may elect as life members any person who is or. nt any time has bpen a delegote to the Association and who . has rendered, ir the opinion of the Association, signal service to the Association, or to the cause of education in Poverty Bay. 10. A delegate (other than e life member) shall cense, to : be.,.suoh\Qi)> ceasing to be a 'member of the school committee whicli he represents. : 11. Meetings of ihe Association shall be held --, quarterly, ■■ and meetings of the executive at such times as the president or secretary may determine. The secretary shall call a meeting of the executive on being requested in writing by three members of the executive so to do, nnd a meeting of the Association shall be called at the request in writing of three affiliated school committees. 12. At meetings' of the Association a quorum shall be deeniedto be t present if Ave schools are represented by ' a delegate or delegates; at meetings' of ■ the executive if : five members are present. . 13. Upon affiliation each school committee shall be - responsible to the Association for aud shall pay to the secretary of the Association immediately such sum not exceeding 5s for. i school-- committees with a member ship not exceeding five, 10s for scbool committees with- a membership not exceeding seven, and ■', 15s i f or .school committees with a membership exceeding seven, as tho Association may determine .should be paid, and no committee • shall • be- called upon' in any one year to pay any further sum to the Association. After the first year each affiliated committee shall pay to the Association an annual sum to be fixed each year at the annual meeting of the Association.
It was decided- to form an association on the constitution approved of. i The election, of an executive resulted as follows : President, Mr J. R. Kirk; vice-president, Rev. L. -Dawson Tltomas; secretary, Mr P.. C. Andrew; treasurer, Mr G. Wildish;. committee, Rev. Mr W. Butterfield, Messrs G. Warren, O.HansenVK. Humphreys, E. Grundy and G. K. Pasley. ' Mr Haaise%, raised, the question * of ' a cottage foiv the master of the Kaitaratahi school. . • Representations had been made to the Board; - Mr Joyce offered to give £25 towards tlie cost of a cottage. Mr Andrews urged that the question of greater powers being vested in school committees should be , considered. It was decided- to make this another . subject, of .representation to"-' Sir- James Carroll. . ' The cliairman read a letter from the Dunedin Association, in which the secre : tary referred , to , the usefulness of a school .committees'- association;, and wished the Gisborne Association every success.
